Avoid Photoshop and other tools that only work on single frames. You want something designed from the ground up to paint on moving images. Don't worry about losing a few strands of hair, as long as the animation is smooth it's not noticeable.<BR/><BR/>If you have long blowing hair then it's usually a combination of techniques.
